Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
We are in the process of adopting a new Local Plan for the District, which will aim to meet the communities housing and other development needs, and so we are facing exciting challenges in Development Management. The Service requires a dynamic, motivated and organised planning professional with significant recent experience of complex development proposals to lead the Development Management team. This will include the day-to-day management of a team of Development Management (Inc. Planning Enforcement) Officers and deputising for the Planning and Building Control Manager on occasions.
The role will involve the delivery of major development sites and the Council’s regeneration priorities. The successful candidate will also be responsible for delivering performance management systems to secure excellent customer service whilst developing new and more efficient business processes and will therefore make an important contribution to the Planning Service.
You will help bring renewed pride to the area and actively promote new business opportunities and help to build a sustainable Harlow. The town plays a key role in the South East Local Enterprise Partnership through the promotion of an Enterprise Zone.
Naturally, you must be able to communicate clearly and effectively with a wide variety of people and work to tight deadlines with the minimum of supervision, exercising tact and diplomacy at all times. The role will require you to deal with a wide range of complex planning and regeneration issues and to develop creative solutions. This post will give you the opportunity to take on the challenge, and gain experience in joint working with other authorities.
You will also have been involved in public consultation and, ideally have worked with key partners, through the provisions of the Duty to Cooperate, to secure positive outcomes. Ideally you will have a good understanding of the development climate in the South East and will have a drive to help deliver a first class service to the residents, business owners and the wider Harlow community.
