Reading is a dynamic town, experiencing unprecedented economic growth and regeneration. We’ve an ambitious capital programme to deliver new infrastructure and capital projects to contribute to its corporate priorities to deliver an inclusive economy, thriving communities and a healthy environment for Reading.
We’re delivering a £300m capital programme including major road improvements, playground upgrades, a £40m leisure facilities programme and significant Housing Revenue Account New Build Programme. Recently we’ve been awarded government grants of £26m to deliver our Bus Service Improvement Plan and £20m to deliver a new Reading Library and cultural performance space as part of the governments levelling up agenda. You will play a critical role in overseeing this hugely important programme of investment for the Council.
About the role
You’ll help us to develop and deliver capital projects ensuring outcomes are delivered; managing projects in a practical and pragmatic way to ensure that they are completed on time and budget for the benefit of our residents.
You’ll also provide expertise on business improvement, reviewing and mapping directorate processes, providing a foundation for defining activities, improving procedures and achieving efficiencies - leading to better decision making and service outcomes.
Key responsibilities:
- Manage major capital projects, ensuring that those involved are coordinated, motivated, and complete project work to the right standard.
- Specify and deliver project plans and proposals securing stakeholder input and commitment and manage the day-to-day operations, ensuring effective monitoring and control.
- Develop a business improvement strategy that enables the service to build and utilise a suite of continuous improvement models, tools and techniques
Working arrangements: Hybrid – mix of office remote working.

About you
We’ll need you to have strong programme and project management skills with relevant experience that you can draw upon, but more than that we’re looking for someone with the ambition and the confidence to really make their mark within this role.
Key skills:
• Programme and project management expertise, working to time, budget and quality in a large organisation.
• Great people skills with the ability to communicate to a diverse audience.
• Able to be analytical and interpret data to construct robust and informed recommendations.
• Ability to manage conflicting demands and deliver continuous improvement.
