Finance Officer (Capital Accountant)

The role of a Finance Officer within Dumfries & Galloway Council provides individuals with the opportunity to join a dynamic and dedicated team striving to deliver high quality services and support the delivery of services in our community.

We are currently looking for an experienced and motivated individual to join our Treasury and Capital Team, with responsibility for managing and reporting on the Council’s capital programme and related financial activities.  You will support the delivery of a wide range of capital projects by providing accurate financial analysis, advice and ensuring compliance with accounting standards and regulatory requirements.

Key Responsibilities include:

Project Monitoring – Oversee the financial management of various capital projects, ensuring effective budgeting and monitoring of project costs.

Financial Reporting – Prepare financial reports including government returns, annual accounts, committee reports etc.

Accounting Compliance – Ensuring activities comply with local government accounting regulations, codes of practice, accounting standards as well as internal financial policies. 

Advice – provide financial advice and guidance to budget holders and other stakeholders


The Council is dedicated to supporting staff development and there may be opportunity via job rotation to gain broader experience/provide financial support to different areas of local government finance, such as service accounting. 

This position will provide the opportunity of hybrid working with a mix of home and office based (in Dumfries) working.   

 

The ideal candidate is someone who is:

·       A fully qualified Accountant (CCAB or equivalent recognised accountancy qualification);

·       Highly motivated, enthusiastic, committed and an effective team player and leader;

·       Has experience of providing direct financial, accountancy and budgeting support and advice to services/projects.

·       Has good technical knowledge of accounting codes of practice, financial regulations, ideally with experience in capital accounting and/or preparation of Local Government Accounts;

·       Has excellent IT skills, particularly in the use of excel and financial software (the Council currently use Integra Centros);

·       Ability to understand and support the Council’s financial management and governance framework.
